In fact, several states have gone so that they have passed constitutional safeguards against federal efforts to regulate gambling. The only way that the Federal government could step in and intervene is if the state law is blatantly illegal.

The US is not a big country with regards to regulating businesses, and the chances of the government attempting to regulate all of the gambling sites is unlikely. There will always be gray areas when it comes to gambling. The US should be content to ignore these gray areas and concentrate on the safety concerns surrounding gambling in all forms. Believing in the pros and cons of online gambling, is a decision that the US should make.
